The U.P. Institute for Small-Scale Industries serves the capability building needs of the SME sector and the SME development community. It offers a wide range of courses designed for owners, managers, supervisors and staff of SMEs as well as for officers and staff of government and non-government organizations providing managerial, technical, financial and policy support to promote the development and growth of the sector.

In 2001-2002 alone, the UP ISSI trained over 5,000 participants in its various programs. A small percentage of these are nationals of other developing countries.

The courses offered by ISSI can be categorized according to focus into:

        • management development
        • productivity improvement
        • technology application (automation and instrumentation)
        • business rehabilitation and
        • development management
