 2005 Merit Promotion issued by President Emerlinda R. Roman. Units
 are advised to start considering recommendations for promotions.

Subject: Faculty and Staff Promotions

We are pleased to announce that the DBM has released to UP the cash we
 need to implement partially the merit promotions of faculty and staff.
 We wish to emphasize that the promotions shall be selective and based on
 merit. Although the amount is not sufficient to satisfy the expectations 
 of everybody, we are happy that even in the midst of financial
 difficulties we are able to grant this long awaited merit promotions.

The Vice President for Planning and Finance shall inform you about the 
 allocation of the funds among the Constituents Universities, and the 
 System Administration. The implementing guidelines are attached for your  guidance.

May this manifestation of appreciation encourage all of us to strive
 harder to maintain UP’s reputation in the academic world.
