25 July 2003 Memorandum No. ERR-03-047 To: University Constituents and Guests Subject: Security Measures for Quezon Hall ---------------------------------------------------------------- Recent developments on campus have exposed University Officials and Quezon Hall to risk of retaliation from certain elements. In view of this, the following security measures will be implemented effective immediately : 1. Closure of the Osmena and Roxas Avenue service road gates at the rear of Quezon Hall. Entry to the rear parking lots will be through the front parking lot manned by a uniformed guard; 2. The Parking lot in front of Quezon Hall will be exclusively for government vehicles (with red plates) and cars of the members of the Board of Regents; and private vehicles of UP officials and Quezon Hall employees with gate passes (stickers) 3. Private vehicles, delivery vans and the like (with NO stickers) shall park only at the designated rear areas of Quezon Hall, or along the closed service road; 4. Parking along the driveway fronting Quezon Hall will be prohibited at all times; 5. After 6:00 pm at any day of the week, loitering or congregating at the lobby (including the stairways) of Quezon Hall shall not be allowed except with written permission of the Chancellor. 6. Rallies, demonstrations, vigils and other similar activities may be allowed only with written permission of the Vice Chancellor for Community Affairs. However, these activities shall not go beyond 6:00 p.m.; 7. Bags, boxes and other forms of containers of whatever size will be inspected before they could be brought in to either north or south sector of Quezon Hall; and 8. Except for deliveries or hauling of supplies and materials, entry to the System Cash Office, System SPMO and Resource Generation Staff Office shall be through the south wing of Quezon Hall down to the basement, Thank you for your cooperation and understanding.
