POLICY MATTERS FOR DECISION OF THE BOARD A. Proposed Revision of Privileges of Faculty on Study Leave A memorandum from then Secretary of the University, Oscar M. Alfonso, dated 5 September 1973 on ‘Revised Rules on Study Privileges of UP Personnel,’ states that: Personnel who are on vacation leave with pay for the entire duration of the term enrolled in or on study leave for the entire duration of the term shall be entitled to reduced fees for the maximum load of nine (9) units (graduate or undergraduate) during any given term subject to the rules on study load of the academic program or of the college enrolled in [Section C.2 of Alfonso Memo, underscoring supplied.] Because of this provision, in some CUs, faculty on study leave who enroll in more than nine (9) units are made to pay for the excess units. It is therefore proposed that the nine-unit cap be removed, provided that the study load is duly approved by the graduate advisor and department chair. To make this privilege explicit, the following provisions in the ‘Rules of U.P. Faculty Receiving Full or Partial Load Reductions for their Study Loads’ (1053rd BOR meeting, 27 August 1992), under the section ‘Privileges of Faculty Fellows and those on Full Study leaves,’ are proposed for modification as follows (words in CAPITAL LETTERS to be inserted): Full Study Leave with Pay Full deloading from regular faculty duties, full faculty salary and other benefits for regular faculty in the active service (including eligibility for promotions), 100% WAIVER OF TUITION, LABORATORY AND MISCELLANEOUS FEES (EXCEPT STUDENT FUND FEES) PROVIDED STUDY LOAD IS APPROVED BY THE FACULTY MEMBER’S GRADUATE ADVISOR AND DEPARTMENT CHAIR, rights to some suitable faculty office or desk space (for local fellows, to the extent available) but no further entitlements. Tuition fee assistance (if studying outside U.P), thesis or dissertation allowance may be granted subject to the recommendation of the CU APFC, the availability of funds and approval by the Chancellor.
