August 17, 2004 MEMORANDUM NO. ERR-04-088 To: Deans, Directors, Head of Units, Faculty and Staff Subject: Reiteration of the 10 working days limit for processing of travels requiring Malacanang approval ---------------------------------------------------------------- Malacanang has repeatedly called our attention on the marked complacency in complying with the rules and regulations and other policy issuances on foreign travels particularly the submission of travel proposals within the prescribed time frame. Below are specific requirements of Malacanang for travel abroad which should be strictly observe: - Request for travel authority shall be confined to those which are urgent and necessary, with justifications therefore clearly spelled out. - Such requests shall be submitted to Malacanang at least ten (10) working days prior to the scheduled date of departure. The ten-day period shall be reckoned from the date of receipt of the travel proposal. - All travel proposals involving full or partial government funding shall be accompanied by an itemized statement of expenses. - No request for additional travel expenses or allowances shall be made once a travel authority has been issued by Malacanang. - Travels involving delegations/groups of two or more people regardless of rank and expenses, shall be submitted to Malacanang for prior clearance; - No government official or employee shall be allowed to leave at their point of embarkation without a duly issued travel authority. The Commission on Immigration and Deportation shall see to it that this requirement is strictly enforced. - Requests for travel authority where non-compliance with any or all of the requirements shall be disapproved outright. No request for reconsideration in such cases shall be entertained. For requests with funding assistance which will have to go through the proper approving authorities in the University, and trips of more than 30 days calendar days, an additional 10 working days allowance will be necessary for processing by the HRDO prior to submission to Malacanang. Any request deemed unable to beat the working deadline will be returned to the unit without action. We also wish to remind you that travel abroad of more than one faculty or staff from UP attending the same conference or seminar requires Malacanang clearance.
