18 September 2006 Memorandum No. SSC-06-42 To: Deans, Faculty, Staff, REPS, Students and Alumni ---------------------------------------------------------- In recent meetings of the UP Diliman University Council and the UP Diliman Executive Committee, several Deans and other members of the faculty have expressed concern about the recent instances of intellectual dishonesty committed by students and the periodic eruption of fraternity-related violence. In my consultations with the different sectors of our community, quite a few have generously proposed ideas that might help us deal with said issues. Among these proposals is to examine the various rules governing student discipline. In this connection, I would like to announce that I have constituted a group to conduct a comprehensive review of university rules and regulations governing student conduct and discipline and student organizations. Specifically the following rules will be reviewed. 1. Rules and Regulations on Student Conduct and Discipline; 2. Revised Rules and Regulations Governing Fraternities, Sororities and Other Student Organizations; 3. Guidelines on the Application for, or Renewal of, Official Recognition of University-Based Student Organizations; and 4. General Guidelines on Tambayans. The review process is meant to be as well-informed and as mindful of the welfare of the university community as possible. In addition, a public hearing will be conducted by considering the broadest possible range of views submitted in writing. I am thus calling on all individuals and groups who wish to express their sentiments, views and suggestions to send their position papers through one or more of the following members of the review group: Prof. Elizabeth L.
