19 October 2007 Memorandum No. SSC-07-35 To: Deans, Directors and Head of Units Subject: Annual Procurement Plan ---------------------------------------------------------- In accordance with Rule II, Section 7 of the Implementing Rules and Regulations of RA 9184 (Government Procurement Reform Act), as amended, and consistent with government fiscal discipline measures, all units shall prepare, maintain and update a Project Procurement Management Plan (PPMP) reflecting the entirety of the procurement activities of goods/ services, consulting services, infrastructure projects (including infrastructure projects by administration/pakyaw) that will be undertaken by the units for calendar year 2008. The PPMP must identify and list the procurement projects planned for the year, the delivery schedule, the estimated budgetary requirement, and provide for foreseeable emergencies based on the unit’s historical records and experience. For calendar year 2008, all units are required to submit a PPMP on or before 1 December 2007. The PPMP, which must be updated by the units every quarter or as often as necessary, shall be submitted to the Supply and Property Management Office for consolidation into as Annual Procurement Plan (APP).
