MEMORANDUM: IJL-001-05 (UPDP)

TO: ALL ELEMENTS OF UPDP
RE: DELEGATED SUSPENSION POWERS; REVISED TABLE OF ORGANIZATION; NEW POLICIES ON FIREARMS; and ISSUANCE OF CITATIONS & COMMENDATIONS
Effective 1 June 2005, all elements of the UPDP are enjoined to strictly adhere to, implement and/or be guided by the following:
1. Limited Delegation of Chancellor’s Power to Impose the Penalty of Suspension – Maj. Abraham G. de Castro, as OIC Chief of UPDP, is authorized to impose a maximum of fifteen (15) days suspension for the following offenses:

All disciplinary actions shall be copy furnished the VCCA for her information.
Insubordination, Solicitation/Extortion and other grave and less grave offenses are to be reported directly to the VCCA for preliminary investigation.
2. Restructuring of UPDP’s Table of Organization - The Patrol, Traffic & Investigation and Follow-up Sections are hereby deactivated as such to give way to a unified Operations Section. The 3 section heads of the abolished sections will head the three (3) shifts:

3. Firearms (FA) covered by Memorandum Receipts shall be surrendered for the purpose of issuance of Short-Licenses by the Vice Chancellor for Community Affairs. No firearm shall issue unless the recipient shall have passed a blood-based drug test to be administered by a designated testing center at the university’s expense. Thenceforth, surprise drug testing shall be a regular SOP among all firearms-bearing elements of the UPDP.
FAs shall be carried only within the 493 hectare property of the University. Outside an element’s shift he may keep his firearm in his residence if this is within campus for safekeeping and for use in responding to urgent security situations requiring quick reaction/rapid deployment. An element of the UPDP who is caught carrying his FA outside UPD and/or outside his shift shall be disarmed and penalized with summary dismissal unless the element can demonstrate to the satisfaction of the Vice Chancellor for Community Affairs that his possession outside his shift/UPD’s premises was in furtherance of his duty to render security services to UPD. For elements who live outside campus, the UPDP Chief is authorized to submit proposals to address the situation bearing in mind UPD’s policy of ensuring responsible use of the FA.
Short-License Holders shall be inspected at any time for the FA’s issued in their name. An element who fails to produce his FA upon inspection shall be summarily dismissed from the service.
The VCCA may disarm any element of the UPDP at any time for valid cause.
4. Subject to approval of the FPOC and after criteria is laid out to guide implementation, citations and commendations shall be issued by the VCCA for outstanding performance of duty by elements of the UPDP with accompanying cash gifts. For Transparency and Accountability, reports shall be regularly rendered to the UPD Community by the UPDP through the OVCCA.
5. The request for modification of Memorandum No. MVG-04-116 on Non-Monetary Remuneration of Overtime Services is noted and shall be discussed in the next FPOC meeting along with the cash gifts attached to citations & recommendations.
6. All elements of the UPDP are strongly enjoined to cooperate with and ensure the success of, the ongoing efforts to address pressing security concerns on campus. The Special Services Brigade (SSB) that is currently undergoing training is one such effort.
The UPDP, as the organization tasked with maintaining campus security, performs a pivotal role. Through the years, however, its performance has progressively slid so that the whole organization is now under scrutiny for its capability to render security services. In the general assembly of 28 May 2005, the undersigned emphasized that security is a very urgent issue on campus and the UPDP is now more than ever in the focus of the public eye.
The UPDP is at a crossroads. The VCCA undertakes to help UPDP by being an effective medium to communicate UPDP’s genuine desire to reclaim its proper place in the Administration of UP Diliman. Your faithful performance of duty, strict discipline and unfailing courtesy towards the community you serve, however, will speak loudly and more effectively of the strength of your individual and collective commitment than anything I can do or say in your behalf.
