RE: CREATION OF CRISIS MANAGEMENT MECHANISM
In light of the recent spate of hoax bomb threats, undersigned proposes the creation of a crisis management mechanism to deal with similar future eventualities.
Undersigned met with Majs. Madrigal and de Castro and we recommend that the three of us form a technical advisory committee to advise the Chancellor and VPA Martin V. Gregorio on their exercise of the power of centralized crisis management for UPD, specifically on matters of building evacuation, commandeering of private vehicles, lock-down of university gates, etc. depending on the gravity of each situation as it arises whether it be a bomb threat, a fire, an earthquake, a hostage situation, etc.
The technical committee, as an immediate course of action, proposes to call all building administrators to review their roles in crisis management and specifically to equip them with the technical input for crafting a building evacuation plan for our approval and their drilling at their respective buildings. We will coordinate with government agencies such as the bomb disposal unit, the SWAT, etc. for specialized input or training for our needs.
Enclosed, therefore, is a draft Memo creating the technical committee on crisis management for your approval.
