I. Support to achieve academic excellence and increased research and creative         
   outputs

  1. Approval of a new undergraduate admission formula for UP Diliman.
  2. Support for large-scale interdisciplinary research projects through the Open Grants scheme.       
  3. Support for new PhD faculty members to start building up their research and/or creative work portfolio and to enable them to publish their dissertation in refereed journals through the New PhD Incentive program.
  4. Publication of Likhaan: The Journal of Contemporary Philippine Literature conceived to invite and to show-case the best of new and unpublished Philippine writing in English and Filipino. It is a journal of creative writing of any kind that has some vital connection to Filipino life and Filipino concerns.
  1. Establish the Gawad Saliksik sa Wikang Filipino to further UP Diliman as a leading institution in the promotion and use of Filipino, funded by an endowment fund to support research and research dissemination.
  1. Support for patent applications and other IPR-related efforts of researchers through the outright grants by OVCRD (e.g. patents of Dr. Caesar A. Saloma, Vincent Ricardo M. Daria, and Jelda Jayne C. Miranda; and Dr. Henry J. Ramos).
  2. Established the Support Fund for Young Artists (for approval by the BOR on January 25, 2008) to grant financial assistance to (initially) fine arts graduating students in their thesis exhibition requirements.

II.  Program assessments and curricular reviews

  1. Academic Program Improvement (API)- support for the academic program reviews/assessments of several colleges and units (e.g. CSSP).
  2. Institution of new programs (e.g. PhD Environmental Engineering, PhD Philosophy)
  3. Encouraged colleges to come up with their assessment instruments for promotion and other purposes if there is no such instrument in their units at present (8 colleges have submitted).

III.  Academic and Institutional Linkages

  1. Internationalization efforts through academic agreements with foreign institutions of higher learning for faculty exchange, research collaboration, student exchange
  2. Research collaboration and program development jointly with foreign institutions (e.g. the ASIALINK projects of the College of Engineering, College of Business Administration and the Institute of Mathematics).

IV.   Faculty and staff development and incentive

  1. Expansion of the Faculty Development Fund (FDF) to allow for more paper presentations in international conferences through increased level of Research Dissemination Grant (RDG), support for publication in refereed journals through funding for journal page charges and and augmentation of the Doctoral Studies Fund (DSF) of the UP System after three year of DSF support.
  2. Establishment of 100 UP Diliman Centennial Professorial Chairs (at P100,000) and Faculty Grants (at P75,000) ; the first batch of awardees will be announced in February, 2008.
  1. Expansion of the Administrative Development Fund (ADF) to support more administrative personnel and REPS in research dissemination, attendance in training, and completion of their studies.

V.   Institutional Development

  1. Infrastructure development of the College of Science (National Science Complex).
  2. Implementation of the Engineering R&D Technology Project (ERDT) of the National Graduate School of Engineering.
  3. Establishment of the Institute of Mathematics in the College of Science from the status of a Department.
  4. Long term rent free lease through a Memorandum of Agreement with the Clark Development Corporation for a site inside Clark for the UPD Extension Program in Pampanga.

VI.   Faculty and Staff Welfare Benefits

  1. Approval of cumulative sick leave for faculty members (of 10 days per year of service) that can be availed during prolonged illness.  Remaining sick leave credits can be monetized upon compulsory retirement or upon optional retirement due to illness.
  2. Additional 10% discount for UP Diliman employees on top of the usual 20% discount for government employees in the Philippine General Hospital.
  1. Funding of merit incentives in addition to government subsidy, rice and grocery allowances, monetization of leave credits charged to UP Diliman’s savings made possible through good fiscal management.

VII.       Student Support and Services

  1. Allotment of P40 million (P20 million in 2006 and P20 million in 2007) taken from savings of UP Diliman for dormitory rehabilitation (rewiring and plumbing).
  2. Opening of Kamagong Dormitory after provision of furnishings and site development to admit junior faculty doing graduate studies and other qualified applicants.
  3. Completion and transfer to the new building of the Office of the University of Registrar to provide better service to students, alumni and the general public.

VIII.      Campus Maintenance and Community Services

  1. Improved lighting in the academic oval and other parts of the campus, and deployment of Special Services Brigade to provide additional security to the academic community.
  2. Recovery of some areas occupied by informal settlers to allow the use of these areas for academic purposes, e.g. building space for the CHED, building spaces for the NIP and the IC at the Science Complex.

X.     Creation of 122 new Instructor items (approved by the DBM on December 14,    
         2007)

IX.   Raised additional resources for professorial chairs, laboratory and other    
        instructional equipment, and infrastructure rehabilitation.
