MISSION
The School of Labor and Industrial Relations, U.P. Diliman (UP-SOLAIR) committed to the empowerment of labor, enlightened industrial relations and social justice, shall for this purpose provide the highest quality of instruction, research and extension services. The School seeks the enlightenment of workers and the strengthening of their organizations, and the democratization and humanization of industrial relations as a profession.

VISION
The University of the Philippines School of Labor and Industrial Relations aims to maintain itself as the country's premiere educational institution in the field of industrial relations and human resource development, to be at par with the best among similar institutions overseas by providing quality and timely industrial relations/human resource instruction, research and extension services that promote the general empowerment of the major Philippine Industrial Relations Actors in the overall context of the professionalization, democratization and humanization of work and work relations.


Through the years
The U.P. School of Labor and Industrial Relations (SOLAIR) traces its roots to the Labor Education Center (LEC). Founded in 1954, the Center was established to assist the fledgling labor movement at that time by providing training on the various aspects of trade union organizing and administration. The Center boasted of a highly capable training and professional staff of labor lawyers and trainers most of whom were recruited from the ranks of the trade union movement.

After only four years of operation, the Center expanded its services to countries in Asia to fill in the gap in labor education among Asian trade unions. The Center was subsequently renamed the Asian Labor Education Center in 1958 and became the leading regional training institution for Asian trade union leaders.



GSP

In 1975, the institution started to offer graduate studies in addition to its original extension and research activities. This necessitated a change in the name of the institution- from ALEC to the Institute of Industrial Relations (IIR). In 1988, the Board of Regents approved the change of name of the unit from IIR to the School of Labor and International Relations (SOLAIR) so as "to adequately reflect the functions and the areas of concern of the unit, and in keeping with nomenclature of counterpart industrial relations schools in the international academic community."

The master's program in industrial relations aims to retain qualified students and staff members of unions, management, government agencies and educational institutions for a professional career in labor relations and human resources development.





Tri-Centers
The School gives emphasis to the conduct of cooperative seminars for trade unions and NGOs under the University Pahinungod Program, research on employee stock ownership plans (ESOP), cooperation with the Employers' Confederation of the Philippines in research on sound IR/HRD practices in firms undertaking reengineering, etc. The Social Reform Council (SRC), through its labor and peasant representatives, also asked the School to be a formal partner in undertaking research and extension work for SRA sectors.

The creation of the three Centers of Excellence gives greater focus and strength to research and extension works in the important IR/HRD advocacy areas for the University: labor and NGO-based grassroots entrepreneurship, administration of labor justice and productivity promotion. These advocacies are consistent with the mission and vision of the School and of the University.

Center for Labor and Grassroots Initiatives (CLGI) - undertakes research and training programs aimed at widening workers' ownership base in corporate assets and strengthening grassroots entrepreneurial skills, particularly of the sectors targeted by the SRA.

Center for Labor Justice (CLJ) - undertakes research and training programs in the areas of policy analysis in labor justice administration, raising workers' consciousness on labor rights and promotion of voluntary and peaceful modes of dispute settlements in accordance with the mandate of the Constitution.

Center for Industry Productivity and Competitiveness (CIPC) - undertakes research and trainings aimed at strengthening the capability of local industries in making appropriate productivity-enhancing IR/HRD measures as well as in promoting greater workers' participation in productivity improvement programs.



Foundation
The purpose of CLEARED, Inc. is to assist the U.P. School of Labor and Industrial Relations (U.P. SOLAIR) in the realization of its mission to promote labor empowerment and an enlightened industrial relations system, through the conduct of relevant and timely research, training, community service and other related programs. The Foundation shall aim to realize and engage in the following activities:
1. To conduct, sponsor, undertake seminars, training programs and conferences in the field of industrial relations;
2. To initiate, sponsor, support, promote assist or conduct basic and applied research and development programs and projects in the field of industrial relations and labor relations;
3. To publish, and distribute or cause to be published or distribute without profit, the research output or projects and research programs;
4. To provide scholarship for the members of the Foundation as well as academic and administrative staff of the U.P. SOLAIR;
5. To promote and provide consultancy, technical assistance and service to government, private institutions, and workers/employers' organizations;
6. To assist in strengthening the library, and upgrading of the facilities of U.P. SOLAIR;
7. To grant scholarships and professional chairs in labor and industrial relations to deserving individuals, including members of the Foundation;
8. To receive, manage and disburse any funds, donations, contributions, gifts and endowments in cash, assets and resources from governmental and non-governmental sources, local or foreign, entrusted, donated, endowed or given to the Foundation;
9. To enter into contract and execute with any persons, corporations, partnerships, or associations, governmental or otherwise, any management contract, trust agreement or any lawful agreement for the management and/or investment of funds of the Foundation...;
10. To undertake such other activities and projects as are necessary for the attainment of the objectives and purposes of the Foundation.
