The Library
The Cipriano Cid Memorial Libray which is the School of Labor and Industrial Relations Library is a specialized unit library geared to serve and assist in the implementation of the academic programs and objectives of SOLAIR by providing support to the teaching, research and extension services of the School.

The Library collection is considere one of the most comprehensive collections of reading materials in the field of labor and industrial relations in the country and in Asia.

Operating on an open-shelf system, the library book collection consists of 11,330 volumes, covering subjects as industrial relations, human resource management, labor history, collective bargaining, workers education, trade union leadership and labor management relations, among others. The 2,058 unaccessioned books from the previous years are for evaluation and reaccessioning. Total library collection 20,964.

The library subscribes to 8 titles of scholarly journals and 13 titles of magazines and newspapers. In addition, duplicate periodicals and journals were received as donations from the Department of Labor and Employment, International Labor Organization (Manila), Asian Development Bank (ADB), National Economic Development Authority and other local and international labor organization/institutions.


HISTORY

The Library was formally established in 1955 in line with objectives of the Labor Education Center (LEC): to provide the climate for the development of a democratic, responsible, and free trade union movement in the country; and to promote the growth of healthy labor management relations. The Center's first Director, Cicero D. Calderon, established the LEC Library to serve the needs of the various labor unions, for books and other reference materials. The Center set up a library at its headquarters in Manila and in the unit libraries in the regional offices in Bacolod, Negros Occidental and Davao City. The University of Connecticut initially shipped books, serials and films. These formed the nucleus of the first collections.

The first library was housed in a small building owned by the UP College of Medicine at Herran, Manila. It was a combined classroom, conference and projection room located at the second floor of the building. Raquel Cabanilla, the first librarian was hired to organize the materials.

Aware of the important role of the Library in the newly established Center, Director Calderon requested Dr. Vidal A. Tan, then President of the University of the Philippines to incorporate the LEC Library in to the UP System effective July 1, 1956. Hence, formal organization of books and other resources of LEC began in 1956 upon the appointment of a full-time librarian Teresita Galicia.

When the Asian Labor Education Center (ALEC) was transferred to the Diliman campus in 1960, the Library was moved to a rectangular room at Bonifacio Hall's main building. The ALEC Library was the first air-conditioned library in the campus and the first to introduce a lounging area designed to add a cozy touch to the usual formal atmosphere in most libraries.

Daisy B. Atienza took over as Librarian-in-Charge from 1960 to March 1976. An enterprising librarian, she was one of those responsible in building most of the collections and improving the services of the library for the labor sector.

On December 1976, the facility was named Cipriano Cid Memorial Library in honor of the late Cipriano cid, a noted labor leader and considered Dean of Philippine Labor. His private collections were turned over to the School for posterity.

The present two-storey building was inaugurated on November 2000. The first floor now houses the reserved books, reference materials and circulation materials (Filipiniana and foreign books). The second floor houses the periodicals, local and foreign serials) special collection (the Cid collection) and some archival materials. There are three computers installed for internet purposes and one microfilm reader. There is adequate space reserved as reading area, computer room and discussion room.

Library Hours

Although the library has one (1) full-time professional librarian, the library service ranged from a minimum of 50 hours to a maximum of 55 hours weekly. Staggered work schedule was performed in response to clientele needs. The library hours are as follows:

Saturday 8:00 a.m. - 6:00 p.m.
