In the
next three years UP Diliman shall build upon what have already been started
and pursue the development of an internatonal-caliber faculty and world
class educational and research programs, the acquisition of modern laboratories
for instruction and research, and the creation of a hospitable environment
conducive to scholarshiip. More specially, we shall undertake the following:
A.
Academic Programs
·
Operationalization of the GE Instructional Media Center and finalization
of a structure for the management of the GE Program. Two weeks ago we
received the good news that the UP System will provide funds to equip
the GE Media Center given that Diliman has moved ahead to implement the
RGEP.
· Strengthening of graduate programs by tightening admission requirements,
implementing quality-enhancing strategies and laying the groundwork for
the establishment of a professional school in the Makati area. There is
an existing committee chaired by the Dean of the College of Business Administration
to study the options for offering graduate courses in the Makati area.
· Promotion of multi-and-inter-disciplinary curriculum and research
programs utilizing the cluster structure of the University Council. The
cluster structure is an effective mechanism for bringing together scholars
from various disciplines to conduct intellectual discourse on a variety
of topics
· Preparation of the agenda for extension work focusing on teacher
training for state colleges and universities and secondary schools.
· Reinvigoration of programs and projects to support the Universitys
language policy ( a category on the Gawad Chanselor award Best teacher
in Filipino)
B.
Faculty and Staff Welfare
·
Improvement of unit faculty profiles and finalization of faculty development
plans on which to base faculty recruitment, selection and development.
I am glad to report that all units of Diliman except for one or two have
finalized their faculty development plans.
· Implementation of more performance-based rewards for the faculty
and staff (a career progression for REPs)
· Allocations of more resources for research dissemination and
allocating a portion of the funds for the junior faculty.
C.
Student Welfare
·
Development and implementation of a student housing program.
· Continuous improvement of the Computerized Registration System/Student
Records System (CRS/SRS).
· Maximization of student access to computers and the Internet
(DilNet6)
D.
Modernization Program
·
Continuous improvement and upgrading of research laboratories.
· Implementation of DilNet 6 which aims to provide network access
to all student residence halls.
· Modernization of UP Dilimans telephone/communication system.
E.
External Linkages
·
Acceleration of the development of science and technology parks to strengthen
linkages with industry and private sector.
·
Strengthening of the UP Dilimans Visiting Professors Program
to assist units not only in their teaching and research requirements but
in their curricular and academic program reviews.
· Development of UP Diliman as a center of culture in Quezon City
and beyond, colleagues in the arts and cultural cluster, our world-renowned
performing groups, the campus landmarks, our art collections and
museums, our parks and 36 cultural venues.
· Solicitation of external support for the establishment of a Peoples
Center hospitable to various peoples groups to facilitate interaction
between them and the academic community.
F.
Campus/Community Development
·
Renovation and modernization of the existing Faculty Center.
· Construction of a Faculty Center for the Social Science Faculty.
· Completion of ongoing construction projects including three projects
(Faculty Dormitory, Academic Hangout and Shopping Center) to be constructed
on a Build Operate Transfer basis.
· Modernization of the UP Health Service.
· Rationalization of a transport system, including the parking
system for the campus.
G.
Resource Generation
·
Implementation of the Campus Renewal Plan aimed at enhancing the unique
image and character of the campus and which shall be the selling point
of resource generation efforts.
· Establishment of endowment funds for athletics and sports.
· Spinning off of inefficient activities (photocopying machines,
outsourcing of some functions, architectural services, etc.)
As we
move ahead let us look at ourselves and ask what we, as members of the
academic community can contribute to achieve our vision. In the visioning
exercise we undertook in November last year, we were one when we said
we should be a community of scholars with equal emphasis on community
and scholars. As scholars we should embody excellence in teaching
research and extension and uphold the highest standards of intellectual
integrity and academic freedom.
As a community we should share a common ethical framework, professional
work ethic and norms of quality. As one community and as scholars let
us therefore think beyond ourselves, beyond boundaries and territories
and let scholarship and excellence be the overriding considerations in
everything we do as we move on to face the challenges of UPs second
century.
