The
University of the Philippines Planning and Development
Research Foundation, Inc. (U.P. PLANADES) is a non-stock,
non-profit foundation engaged in research, consultancy and
extension services, academic development and training in
urban and regional planning and related disciplines.
Incorporated by a group of specialists and practitioners,
its Articles of Incorporation were registered with the
Securities and Exchange Commission in December 1976, with
its Code of By-Laws subsequently approved the following
year.
In
1978, and every five years thereafter, U.P. PLANADES is
certified as a tax-exempt foundation by the Department of
Science and Technology (DOST) by virtue of its Certificate
of Accreditation as a private science foundation.
Under a
Memorandum of Agreement, it formally entered into a working
and collaborative arrangement with the U.P. School of Urban
and Regional Planning (U.P. SURP) on 10 August 1978, and
since then, has made U.P. SURP its base.
U.P.
PLANADES is a duly accredited consulting firm with the
Confederation of Filipino Consulting Organizations, Inc. (COFILCO)
per compliance to Executive Order No. 164.
U.P.
PLANADES is also registered with the Professional Regulation
Commission as an Accredited Consultancy Firm.
In
close collaboration with U.P. SURP, U.P. PLANADES has since
been operated as a private entity engaged in promoting
studies and applied research and providing technical
assistance by way of consultancy and extension services to
government and non-government entities. It has also
supported scholarships and professorial chairs, as well as
the development of publications and other related areas.
U.P.
PLANADES maintains a highly-respected multi-disciplinary
staff complement of planning, management, finance and design
professionals who have been involved in the planning and
implementation of environmentally-sensitive and
economically-sound development plans. Its distinct
advantages over other consultancy firms may usefully be
noted as follows:

The
overwhelming majority of its members (more than 75%) are
Licensed Environmental Planners, easily satisfying the
qualification requirements of the Philippine Regulatory
Board for consultancy firms to engage in environmental
planning practice as set forth under Presidential Decree No.
1308; and

U.P.PLANADES has strong linkages with, and can draw
expertise from related academic units of the University of
the Philippines, particularly the National Center for Public
Administration and Governance (NCPAG), and the National
Center for Transportation Studies (NCTS). It has also a
pool of consultants and other experts from outside the
University of the Philippines, who can be tapped for
specific projects and highly specialized fields of
expertise.
The
Foundation is primarily supported by the faculty and staff
of the U.P. SURP. It makes available a combination of
knowledge and planning experience developed through years of
research, teaching and actual practice.
Through
U.P. PLANADES, the faculty and staff of SURP have become
fully involved partners in the gradual transformation of
client cities and municipalities all over the country.
Both
entities have actively collaborated in providing technical
assistance to Local Government Units (LGUs), especially in
comprehensive development planning, comprehensive land use
planning, local investment programming, zoning, and
capability-building training programs.
The
entire package of U.P. PLANADES service to LGU-clients
ensures that they comply with the development planning
provisions of Republic Act No. 7160, also known as the Local
Government Code of 1991, and are capacitated to carry out
planning responsibilities for the effective management of
planned growth and change in their respective LGUs.
Through
comprehensive planning, programs and projects that respond
to sectoral needs and aspirations are identified. This is
realized through a planning process that ensures maximum
public participation. On the other hand, the LGU is
further strengthened through capacity-building activities
that involve the participation of local officials and the
technical staff of the LGU.
Corporate Objectives
The following objectives guide the foundation as it carries
out its services:


To
provide consultancy services to the public and private
sectors on various aspects of urban and regional planning,
project development and management, and project feasibility
studies;
To
upgrade the skills and knowledge of planners in various
fields of urban and regional planning through the short-term
and long-term training programs;
To
grant scholarships and professorial chairs in planning to
deserving individuals;
To
sponsor workshops, seminars, educational campaigns,
conferences, convocations, and symposia on planning and
other related activities;
To
initiate, sponsor, support, promote, assist or conduct basic
and applied research and development programs and projects
in the fields of urban and regional planning, transportation
planning, public works planning, estate planning, and
environmental and natural resources planning;
To give
grants and donations in cash, property or services to
individuals or entities engaged in the pursuit of knowledge
and technical advancement in the various fields of
planning;
To
provide assistance, financial or otherwise, to faculty
members, alumni and students of the UP School of Urban and
Regional Planning, who propose to undertake research and
other related activities in planning; and,
To
publish or disseminate information on research studies,
training programs and other activities conducted by UP
PLANADES.
